Over the last few weeks, with a song advancing to #1 on my personal chart that is only available as a free download, I've realized how much has changed over the last few years. My chart was always a little different as I allowed any kind of song to enter the chart, and up to February 2003 I only allowed North American releases. At that time, there were several records coming out of Europe that weren't released domestically, so I changed my chart rule to allow them to enter, and the result was the February 17/03 chart below. With so much other great music being available online, and much of it for free as incentive to purchase the artist's music, I now pretty much allow any song to enter the chart.
So over the years, have your chart rules changed, and with the sweeping changes to come online over the next few years, to you expect your rules to change?

I've only ever had one rule which is that only a limited number of songs from the same album could be on at any one time. But I've become more and more lenient with this rule.

My rules have never changed instantly, but rather gradually evolved over time to fit my listening habits. Therefore, I haven't had specific weeks where the changes are apparent.
The only strict rule I have is that I must have any song I chart either on MP3, CD or iTunes, or any format that I can listen to at my own leisure without streaming. This became a rule around May or June 2003; it pretty much still is a de facto rule, but as I base my chart and iPod playlist around each other, it's become the standard.

At one time I had a rule limiting myself to no more than 6 debuts per week, however that rule has long since been revoked.

I have a points system that I go by weekly and effective Feb 7th, songs that debut on my chart will no longer receive the maximum points. Instead they'll receive the lowest and the songs that have been on the chart longer will receive the high # of points. I realized that songs typically debut in my top 10 and push out the songs that have had a sustained # of spins per week.

Long ago I used to only make a top forty, and only allowed myself to use the songs that were in the ARIA top 40, I just re-ordered them based on my preference to make my chart. (I have no idea why I didn't use the whole top fifty, it was sometimes so frustrating to see a song I loved yo-yo between 41-50 for several weeks.)
Eventually I realised that this wasn't the best way of doing my chart, so I expanded to a top fifty, and allowed myself to also include songs from outside the ARIA top 50, as long as they had been released as a single, or were getting significant radio airplay.
The 'released as a single, or were getting significant radio airplay' is really the only rule my chart has, but I'm starting to let up on it a bit. Last year I charted several songs that were not official singles, and I've continued that on this year, justifying it that they are released somewhere in the world as a single. The rule will probably change in the near future, but I still don't see myself charting album tracks.

My chart has gone some drastic changes recently. Last year I had a top 100. This year it's scaled down to a top 50 (which is subject to change as it usually does) I have no limit on debuts and for the last 10 years I've charted singles, non-singles, tracks and even anime songs. LOL

The main change for mine over the years has been the number of songs in my weekly chart... it's varied from anywhere between 20 and 100 songs. I will say though, that in 1997 (I started my chart in mid-late 1996), I had a top 50, but I would have anywhere up to 7-8 different songs in each position, particularly in the top 20.... so the top 50 kind of ended up having around 100-150 songs in it each week

From 2004 through 2006 I charted singles only, all that changed when I decided to chart album cuts as well as remixes, live versions, etc. The major change I've had since 2006 is allowing songs to chart only if they have been officially released within a year of its chart appearance. After that, they go on to the recurrent chart unless they're still on the main chart.

When I first started my The Max chart back in 1998 (when it was My Stars 30), the only rule was that the song had to be an official single. This was before the time of mp3s for me so basically, if it got radio airplay or was a single somewhere, it was fair game.
In late 2000, I got a computer that was able to download mp3s (on a dial-up, still, where one song would take a half-hour to download...) so that did open up the songs I was able to allow to chart. Around this time I started to actively search out songs that were singles outside of my own area.
By 2003 or so, I typically had every song that made my chart on mp3 so it became an unwritten rule that songs I had on mp3 (or CD) that were singles were eligible.
There was never any specific rules written down for my chart but for the most part, I allow songs confirmed as official singles to chart. Domestic singles that are current (or considered older; ie. recurrent, if I'm late on them) I allow to chart. International singles that are current I allow but if I miss the boat on them, for the most part I don't allow them to chart. This is typically the case if it's by an artist whose CD I've owned for a while. For example, Amy MacDonald's debut album has had five songs released in the UK but the only one I charted was 'This Is The Life' when it was a current in North America. I felt I missed the boat on the other four. But KT Tunstall, having a similar situation, I charted songs that were released currently, regardless of location, on my chart, so at times she had two new singles charting simultaneously.
I also always wait until a single is comfirmed as being released before charting it. There have been exceptions but for the most part, I was until its announced released date (if applicable) has passed. And there are other rare exceptions such as charting award-performances, like this week I allowed Lady GaGa and Elton John's Grammy performance, since it's available as a single on iTunes.
Which is another exception. If iTunes has a song available as a single, it's fair game for me. A good example of this is 'Half Of Me' by Chantal Kreviazuk. It was never a radio single but was an iTunes Promo single a week before the album came out so I allowed it. Another example would be 'Details In The Fabric' from Jason Mraz (but on the flipside, I didn't bother with 'Butterfly').
I think for the most part, my rules for what songs to allow to chart are pretty basic but there are always the exceptions on a case-by-case basis.

Since I resumed my charts in late 2005 my main rule (since getting iTunes in 2001) was to only chart those songs that I personally own and have on iTunes. These include songs I bought directly from iTunes, Amazon.com or WalMart as digital downloads; the many free songs that some of these services and even other legit websites offer... and of course CDs that I rip and even an occasional vinyl release that I transfer from analog to digital. That all say I pretty much let any type of genre song be charted, as long as I like it and that the song is relatively current to at least the last year or 2, though most are current to what is current on other charts at the time. I also from time to time publish an oldies chart or some other type of specialty chart. macpro.freeshell.org/music/WTop20.html
