So I want to get my other computer up and running but here's the problem.
Hard drive was formatted. Windows was installed but when it's run for the first time, a blue screen with a bunch of writing appears and then it restarts. The only way windows can run is in safe mode. So I bought a cheap hard drive (15GB for $17) to see if it was the hard drive but it happened again when windows was installed. Has this happened to anyone before? Is it the motherboard?

hmmm... may be the motherboard... maybe the installation disk... Drew? I've seen it happen with both, actually... both bad install disks and bad motherboards. It could also be an improperly configured BIOS setting or bad memory. What type of motherboard is it? ...it should be Pentium 3 or better, if you're running XP. If it's an older motherboard/processor, that might be your problem. I ran into something like this before while upgrading one of my systems... What I did was, I went in the BIOS and disabled "Video Shadowing" (or "BIOS Shadowing"... something along those lines... I don't remember exactly what it was called), and everything worked fine after that.

I had WinXP on this computer before. I just formatted the hard drive to start over again and whatever since it's not the computer I primarily use anymore, I just wanted to get it up and running. However, since the computer was first put together, there has always been a problem with it locking up whenever I was using media and stuff and it was figured out that it was probably because the system was overheating by A LOT! So maybe the motherboard is fried? I will try the thing you mentioned tho. Thanks!

I disabled it but the same thing happened. Should I disable it and then reinstall windows again?

It's possible. Overheating/Overclocking the CPU can damage the entire motherboard.
