you know, i don't think anyone has had more then 2 top 30 hits but no #1's... though Pink had secured 2 #2's before cracking the barrier and getting a #1

Shania Twain has had the most hits on my chart without reaching #1: eight hits including four in the top ten, her biggest "I'm Gonna Getcha Good!" (#2).
Ashanti is in a tie with Shania. However, I'll have to see how far "Southside" will go. Her highest was also #2 with "Rock Wit U (Awww Baby)".

Eminem. He's had four:
"Without Me" - #4 "8 Mile" - #2 "Superman" - #17 "Sing For the Moment" - #8
In addition, Beyonce has had four: "Work it Out" - #16 Feature spot on "'03 Bonnie & Clyde" - #5 "Baby Boy" - #16 "Naughty Girl" - #3
--But "Me, Myself, and I" hit #1 so she doesn't count.
And Pink has had four: "Family Portrait" - #8 "Feel Good Time" - #9 "Trouble" - #2 "God is a DJ" - #16
--But her first two charting singles hit #1, so she doesn't count, either.

Sarah McLachlan held the old record on MT40 with somewhere around 25 Top 40 hits from 1995 until 2003 but then 'Fallen' became her first #1. So right now, the record belongs to Shania Twain who had been charting since 1996 and also has over 20 Top 40 hits. I doubt she'll ever get a #1 single though as her singles from her 'Up!' CD have paled in comparison peak-wise to the singles from 'Come On Over' and my likingness for country isn't getting any better.
