You were on the right track with both of your guesses for #348, in that both acts had one huge hit and a follow-up that pretty much rode the coattails of the first hit, as does the artist for song #348 (although the second hit, which is the song in question, charted only at Adult Contemporary, IIRC). The singing voice of this Englishman, whose chart action was in the 1990s, reminds me of Sting.
