I've only been charting since 2/19/05, and Rihanna has made 6 entries (a lot of album cuts) and hasn't had a hit higher than #4.

Mariah Carey probably holds this record here. She's had 12 chart entries and her highest peak has been #2 with "Bringin' On The Heartbreak" (2003) and "I'll Be Lovin' U Long Time" (2008). EDIT: According to the post I made in 2006, she does. None of the artists mentioned above have had a lot of chart entries after that except I think Sheryl, Jewel, Monica, and Fefe had a flop or two.

The record is actually now held by my friend Adam Tyler (now known as McEwen), who's had 10 solo songs plus 1 as a featured artist between 2010 and 2015.
Next in line are Madonna with 10, then both Rihanna and Janet Jackson also with 10 but including songs as a featured artist.

David Guetta has charted 30 times (soon to be 31), but never higher than #5.
Hedley has charted 28 times, but never higher than #2.
Enrique Iglesias has charted 26 times but never higher than #2.
Good Charlotte has charted 26 times, but never higher than #7.
Weezer has charted 25 times, but never higher than #7.
Bryan Adams has charted 24 times, but never charted higher than #4.
